A dough that does nothing is almost never the flour. It is yeast that never woke up, or a dough you put in the fridge and then judged an hour later.

Test the yeast if you are unsure. A pinch of SAF Instant Yeast or Fleischmann’s RapidRise Yeast in warm water, about 38°C (100°F), with a pinch of sugar. If it does not foam in 10 minutes, the jar is dead. Active dry from Fleischmann’s Active Dry Yeast needs that wake-up. Instant yeast does not, but it still dies in hot water.

Same-day dough, Same-Day Pizza Dough, should roughly double in 1–2 hours in a warm kitchen. Overnight dough, Overnight Cold-Ferment Dough, is supposed to look quiet in the fridge. Give it an hour on the counter before you decide it failed. Salt that was dumped straight onto the yeast can stall it. Weigh the salt. The OXO Good Grips Kitchen Scale is the tool.

Common questions

Why is my pizza dough not rising?
The yeast is dead, the kitchen is cold, or you are looking at a fridge dough and expecting it to puff on the counter. Water over 49°C (120°F) kills yeast. Old packets do too. A cold ferment in the fridge rises slowly and can look like nothing happened.
Can I save pizza dough that did not rise?
If it has only been an hour and the kitchen is cold, move it somewhere at about 24°C (75°F) and wait. If the yeast was boiled, mix a new dough. Do not keep adding yeast to a dead batch and hope.

Then bake
